Peru reopens probe of forced sterilizations

(AP) ? Peruvian prosecutors have reopened an investigation into evidence that thousands of women were forcibly sterilized during the 1990-2000 government of Alberto Fujimori, a practice rights groups say was official state policy and constituted a crime against humanity.

Rights groups say they have proof more than 2,000 Peruvian women were forcibly sterilized under Fujimori. But they believe the number is closer to 200,000. Most of the victims lived in rural areas, were poor and barely educated or illiterate.

The goal was to reduce poverty by lowering the birth rate among the poor, who at the time accounted for one in two Peruvians, the groups say.

"It was a premeditated development policy because it was done fundamentally, in areas of extreme poverty, rural and Andean," said Francisco Soberon, executive director of APRODEH, Peru's leading human rights organization.

It was also racist because it chiefly targeted indigenous Quechua speakers, Soberon said.

Alejandra Cardenas of the New York-based Center for Reproductive Rights said that not since Nazi Germany has a government employed forced sterilization an instrument of state policy.

Officials in the Fujimori administration have denied that women were forced to undergo sterilization and said they signed consent forms. But activists say the women were deceived or threatened.

All related investigations were shelved in 2009, but President Ollanta Humala revived the sterilization cases as a campaign issue before defeating Fujimori's daughter Keiko in a June runoff election for the presidency.

On Wednesday, a senior official from the Peruvian attorney general's office informed the InterAmerican Commission on Human Rights in Washington that the chief prosecutor's office, a separate agency, had decided on Oct. 21 to revive the cases.

"It was a surprise," said Cardenas, who was at the meeting. "It was pretty amazing."

The prosecutor who will oversee the case, Victor Cubas, said through a spokesman that he was too busy Friday to answer questions about the investigation.

Cardenas said the Peruvian representative told activists on Wednesday that the government was looking into assuring it would have the necessary resources to reopen all the cases.

"We know that we will have to keep putting on pressure," she said.

The formal resolution by the prosecutor's office on reopening the investigation found merit in the conclusion by the InterAmerican Commission on Human Rights that a case it took up indicated crimes against humanity might have been committed.

That could potentially mean another criminal case against Alberto Fujimori, who is already serving a 25-year prison sentence for corruption and human rights abuses related to death squad killings.

In 1999, a year before Fujimori fled into exile amid a corruption scandal, his government reported that 300,000 women had undergone sterilization in the previous five years as part of a birth control program.

Rights activists say they believe Fujimori personally ordered the coercive sterilizations, and three consecutive health ministers carried it out.

One of them, Alejandro Aguinaga, claimed at the time that "all the patients signed consent forms in order to submit to the operation."

Aguinaga was an adviser during this year's presidential campaign to Keiko Fujimori, who when asked about the sterilizations by Humala during a debate responded that the cases had been closed.

The case championed by the InterAmerican Commission on Human Rights involved Mamerita Mestanza, a 33-year-old mother of seven who died in 1996 after being pressured into tubal ligation surgery.

"Mestanza was told that a law had been passed and that she and her husband were going to be fined or imprisoned because they had (more than) five kids already," said Cardenas of the Center for Reproductive Rights.

Mestanza was thus coerced into signing a consent form, submitted to the surgery, returned to the clinic where the operation was performed complaining of internal bleeding and died a few days later, Cardenas added.

In a 2003 settlement with the rights commission, Peru agreed to pay Mestanza's survivors more than $100,000, provide her children with free education and other benefits.

Six years later, the investigation died when the chief prosecutor's office ruled that neither the Mestanza case nor 2,063 others registered of forced sterilization constituted a severe violation of human rights and thus should be shelved under the statute of limitations.

BYD's e6 goes on sale in China, still mulling trek across Pacific

While it has yet to show up stateside as promised, that hasn't stopped BYD from beginning consumer sales of its EV back home in China. Shenzhen citizens are finally getting a crack at owning an e6 after seeing it on the city's streets in taxi and governmental garb for over a year. On sale for 369,800 RMB (or about $57,000), buyers will only have to part with 249,800 RMB (or about $38,000) come check writing time, thanks to extensive rebates from the government. In exchange for all that cash, you'll get an auto equipped with BYD's "i" system, which lets you access vehicle functions and info (like keyless entry and the car's location) from your smartphone. BYD-i comes onboard a five-seat crossover with a range of up to 190 miles (!) that supports rapid charging -- apparently there's plenty of the speedy power stations in Shenzhen. Those keen to charge at home will also get some installation "assistance" from the automaker, which we'll assume means a subsidy. Given that BYD's electric buses will hit our shores soon, China's first "domestic, long-range, all-electric" crossover can't be that far behind, right? PR awaits you, after the break.

Planets smashed into dust near supermassive black holes

ScienceDaily (Oct. 28, 2011) ? Fat doughnut-shaped dust shrouds that obscure about half of supermassive black holes could be the result of high speed crashes between planets and asteroids, according to a new theory from an international team of astronomers.

The scientists, led by Dr. Sergei Nayakshin of the University of Leicester, are publishing their results in the journal Monthly Notices of the Royal Astronomical Society.

Supermassive black holes reside in the central parts of most galaxies. Observations indicate that about 50% of them are hidden from view by mysterious clouds of dust, the origin of which is not completely understood. The new theory is inspired by our own Solar System, where the so-called zodiacal dust is known to originate from collisions between solid bodies such as asteroids and comets. The scientists propose that the central regions of galaxies contain not only black holes and stars but also planets and asteroids.

Collisions between these rocky objects would occur at colossal speeds as large as 1000 km per second, continuously shattering and fragmenting the objects, until eventually they end up as microscopic dust. Dr. Nayakshin points out that this harsh environment -- radiation and frequent collisions -- would make the planets orbiting supermassive black holes sterile, even before they are destroyed. "Too bad for life on these planets," he says, "but on the other hand the dust created in this way blocks much of the harmful radiation from reaching the rest of the host galaxy. This in turn may make it easier for life to prosper elsewhere in the rest of the central region of the galaxy."

He also believes that understanding the origin of the dust near black holes is important in our models of how these monsters grow and how exactly they affect their host galaxies. "We suspect that the supermassive black hole in our own Galaxy, the Milky Way, expelled most of the gas that would otherwise turn into more stars and planets," he continues, "Understanding the origin of the dust in the inner regions of galaxies would take us one step closer to solving the mystery of the supermassive black holes."

Summitt focuses on hoops while managing dementia (AP)

KNOXVILLE, Tenn. ? Pat Summitt has handled the talk about her dementia diagnosis the same way she manages Tennessee basketball and her life: with control and determination.

The Hall of Fame coach dictated how news of her condition was revealed in August and has made it clear since that she wants the focus to be on the Lady Volunteers basketball program and not her.

"That's the reason for when I came out with dementia and Alzheimer's," Summitt said. "I knew I had to do it, and I did it. I've got a good game plan. I feel good about it, and I think it motivated this team."

She's stuck to that plan, speaking reluctantly at practices about her diagnosis while steering conversations to Tennessee's strengths, weaknesses and chances for a ninth national championship.

On Thursday, she'll face more questions about dementia and Alzheimer's disease when she makes her first major public appearance for the annual Southeastern Conference media day in Birmingham, Ala.

"I don't want it to be all about me. I want to be able to help other people know you can live your life with dementia," Summitt said.

She's got plenty of basketball to talk about, with the Lady Vols unanimously picked by the media this week to defend their SEC title and senior forward Shekinna Stricklen tabbed as the league's preseason player of the year.

Assistant coach Dean Lockwood doesn't think Summitt or anyone on the team will be distracted by talk of Summitt's condition.

"Once you've accepted something, it becomes part of your daily existence. That's part of us now," Lockwood said. "They'll answer questions, but after a while it's going to become `ho hum.' (The players are) very focused on doing well. I think maybe this has given them an incentive to do it even more for a coach they love and respect."

Summitt made it clear to the Lady Vols that nothing would change after she told them in August she'd been diagnosed with early onset Alzheimer's. She was still their coach, and the plan to win a national championship this season hadn't changed.

What has changed for Summitt is her daily routine.

While drinking her morning coffee she'll play brain-bender games on her iPad or work on math skills to help keep her mind sharp. She adds coconut oil to her daily protein shakes. Son Tyler Summitt writes out her to-do lists to keep her organized, and Summitt occasionally will take a few extra breaks outside of her daily naps that she claims have been a key to her ongoing success.

She still has her friends and staff over for dinner from time to time, and she has no problem joking with her assistants, like she did after a 6 a.m. Monday practice last week.

"She walked in and said, `Who called this practice? I thought I was the head coach. I wouldn't be calling a practice this early,'" said associate head coach Holly Warlick, the offending party.

Summitt has long relied on her assistants to scout opponents and develop players. Warlick, Lockwood and assistant coach Mickie DeMoss have been more involved in running practice drills this month, but Summitt is always on the sideline shouting assessments of the players' performances while wearing her trademark icy stare.

"She still has her bench under both baskets and yells at people as they walk past her," senior forward Glory Johnson said with a laugh. "She's fine. Her memory, I don't think has changed. She still remembers to call people's names out when they miss their layups. I don't think she's lost a step in anything."

Summitt has taken breaks during drills to talk with her Olympic coach and mentor Billie Moore. Former Lady Vols players Chamique Holdsclaw, Semeka Randall and Michelle Marciniak also have stopped by practice to say hello. During those times, her assistants, who have a combined 52 seasons at Tennessee among them, bark enough directions and critiques to cover for the head coach.

At the end of practice, Summitt comments about the Lady Vols' need for better passing and more defensive rebounds while acknowledging that she feels pretty good about their chances. The players are spending more time on their own in the gym, and they have a strong leader in fifth-year senior forward Vicki Baugh. Freshman Ariel Massengale's arrival means they finally have the bona fide point guard, a missing piece since the 2008 national championship.

"This team right now is at a different level," Summitt said. "I think they're very focused. I think their leadership has been solid. I think we'll be disappointed if we don't cut down the nets this year."

Oil rises to near $92 ahead of Europe debt plan (AP)

SINGAPORE ? Oil prices rose above $92 a barrel Tuesday in Asia as investors await details of Europe's plan to contain its debt crisis.

Benchmark crude for December delivery was up $1.56 cents at $92.83 a barrel at late afternoon Singapore time in electronic trading on the New York Mercantile Exchange. The contract rose $3.87, or 4.4 percent, to settle at $91.27 in New York on Monday.

Brent crude was up 35 cents at $111.80 a barrel on the ICE Futures Exchange in London.

Oil has jumped 21 percent in three weeks amid growing investor optimism that European leaders will devise a plan to limit the damage from a possible default of Greek sovereign debt. Details of the plan are expected to be announced Wednesday.

"Although the euro zone debt issue remains quite murky, the market appears to be pricing in a viable resolution to this crisis," energy consultant Ritterbusch and Associates said in a report. "Wednesday's EU summit could still bring some bearish news if a comprehensive debt plan is not forthcoming."

Crude has also rebounded this month because of signs global economic growth may not slow as much as some investors had previously expected. China, which has led global commodity demand growth in recent years, said Monday manufacturing likely improved in October from September.

Last week, China said its economy grew 9.1 percent in the third quarter.

"We continue to grow more positive on the outlook for China's commodity import demand over the remainder of the year," Barclays Capital said in a report. "Improving evidence from the macroeconomic front for October are in line with our soft landing assumptions."

In other Nymex trading, heating oil was steady at $3.06 per gallon and gasoline futures slid 0.9 cent at $2.66 per gallon. Natural gas fell 2.0 cents at $3.58 per 1,000 cubic feet.

Brawl-room battle! It's Maks vs. Len on 'DWTS'

Monday night was Broadway night on ?Dancing With the Stars,? but despite the fun theme and loads of classic show tunes, the ballroom turned into a brawl-room when one pro and one judge went head-to-head in a post-performance war of words.

Yes, somewhere between near perfect performances from Ricki Lake and J.R. Martinez, and the requisite weekly dud from Chaz Bono, sparks flew.

It all started after Hope Solo completed a rumba that was ... well, about what one would expect from a Hope Solo rumba ? a little stiff, not quite sexy enough and not too precise with the footwork. But it wasn?t the absolute worst routine from her or the low point of the night. (For the latter, see Bono?s ?Phantom of the Opera? number, which could serve as a tutorial in how not to tango.)

At first, head judge Len Goodman assured Solo that he always thought there was ?so much there? in terms of hoofer potential from her. It just never comes out. From there, tough Goodman took over with heel-lead nitpicks and even criticism for Solo?s bad boots. Then he went for the kicker.

?This was your worst dance of the whole season, in my opinion,? he said.

With that, the audience erupted in boos, and feeling their support, Solo?s partner, the always outspoken Maksim Chmerkovskiy, encouraged the crowd to keep the jeers coming.

Goodman was not amused.

?Don?t start all of that, Maks, 'cause half the fault is yours,? he snapped.

And it was on!

Chmerkovskiy pointed out the praise from the audience. Goodman countered, citing his 50 years of experience. The "Dancing" pro? He suggested to the venerable panelist that ?maybe it?s time to get out.?

Fellow judges Carrie Ann Inaba and Bruno Tonioli briefly jumped in at that point, calling for some judicial respect. But it seemed that Chmerkovskiy had already had enough of the unbalanced judging act that gives props for just for trying for hopefuls Bono and Nancy Grace, and a long list of technical complaints for Solo.

?With all due respect, this is my show,? he told co-host Brooke Burke after the panel flashed two 7s and a 6 for the dance. ?You know, I help make it what it is. I love every aspect of it. I love every professional that?s ever been here, and I love ever celebrity that puts effort in to it every week. Having said that, I?m a little tired that we?re being judged some on effort and some being picked on for heel leads. That?s all I?m saying.?

Hard to argue with that logic, but some might take exception with the spotlight-stealing effect Chmerkovskiy?s ballroom battle had ? someone like fellow pro Derek Hough, who pulled the best ?Oh no he didn?t!? mug in the background as Chmerkovskiy ranted away. Or Cheryl Burke, who took on the uncomfortable, telltale stare of someone trying get through an awkward holiday meal with the in-laws.

At least it didn?t last too long. Soon enough, the pros and the amateurs put the drama to rest and hit the stage for the just-for-fun group dance, and as group dances go, it wasn?t half bad.

Heck, even grumpy Goodman gave it a thumbs-up.

Pee-wee Herman: I want to go 'Dancing'

Who?ll waltz right out of the competition Tuesday night? Well, given the random mix of ousters we?ve seen so far, it seems just as likely that a worthy boot (like the good-hearted but bad-footed Bono) could go as it does a middle-of-the-pack contender (David Arquette). But then again, the butting of heads in the ballroom could hurt Solo even though she stayed mostly silent through it all.

In other words, we?ll soon see.

(AP) ? Thailand's devastating flood crisis deepened Tuesday after floodwaters began pouring over sandbagged barriers into Bangkok's second airport, shutting it down after commercial airlines suspended flights and authorities closed its runways.

It was not immediately clear how much water had entered Don Muang airport, which is used primarily for domestic flights, or whether it was controllable. But the news was sure to further erode the credibility of a government that has repeatedly sent mixed signals about its ability to defend an increasingly anxious capital from the nation's worst floods in nearly 60 years.

Bangkok's Suvarnabhumi Airport, the country's main international gateway, has yet to be affected by flooding and flights there were operating normally. Most of the city has been spared inundation so far.

The scene at Don Muang, though, was chaotic as throngs of confused passengers struggled to leave or pulled up to the departure hall with luggage, unaware their flights had been canceled.

With parts of the main road heading to downtown Bangkok flooded knee-deep, taxis were in scarce supply. Some travelers waited hours for a ride as airlines scrambled to arrange special buses.

Capt. Kantpat Mangalasiri, the airport's director, said Don Muang's runways would be closed until Nov. 1 to ensure safe aircraft operations.

Don Muang has come to symbolize the gravity of Thailand's catastrophic floods, which have swamped a third of the country's provinces and killed 366 people over three months. The airport complex houses the government's emergency Flood Relief Operations Center, and one of its terminals is home to about 4,000 people who have fled waterlogged homes.

On Tuesday, Science and Technology Minister Plodprasop Suraswadi told The Associated Press the airport could only support 1,500 displaced people, and thousands who sought refuge there would have to be moved to other shelters because "we are concerned about their well-being."

Last week, the Thai air force moved about 20 planes from Don Muang, which is also a military base, as a precaution as waters approached the capital.

Floodwaters have been pouring into the Don Muang district, located on Bangkok's northern outskirts, for several days.

Don Muang is among seven of the capital's 50 districts that the government has declared at risk. Those zones, located in the north and northwest, are all experiencing some flooding.

The latest to be added to the list is the northwestern district of Bang Phlat. Late Monday, Gov. Suhumbhand Paribatra warned residents there to move their belongings to higher ground after water from the Chao Phraya River crept in through a subway construction site.

On Tuesday, Prime Minister Yingluck Shinawatra's administration declared public holidays on Oct. 27-31 in affected areas, including Bangkok.

Last week, Yingluck ordered key floodgates opened to help drain runoff through urban canals to the sea, but there is great concern that rising tides in the Gulf of Thailand this weekend could slow critical outflows and flood the city.

Late Monday, the flood relief center said water levels in the worst-hit parts of the country ? the submerged provinces north of Bangkok ? were stable or subsiding. But the massive runoff was still bearing down on the capital as it flowed south toward the Gulf of Thailand.

While neighborhoods just across Bangkok's boundaries are underwater, most of the city is dry and has not been directly affected by the deluge.

Anxious Bangkokians, though, have been raiding stores to stock up on emergency supplies, and many have been protecting their homes and businesses with sandbags. Some have even erected sealed cement barriers across shop fronts.

LG Optimus Eye: LTE smartphone renamed with a view to landing in Canada

LG's biggest, fastest phone to date, previously known as the Optimus LTE, has made its first landing outside of Korea. In a not-so-thinly-veiled reference to the retina display-beating resolution density, it's now answering to the name, Optimus Eye. The smartphone's been leaked in a preview video from The Source, a Canadian retailer which is owned by Bell -- who'll evidently be making the phone available on their network. We also get to see LG's latest AH-IPS display technology in action, alongside a dual-core 1.5GHz processor and the increasingly standard eight megapixel shooter. No whisperings just yet on pricing or a launch date, but we'd expect these top-drawer specifications to be matched with an appropriately top-drawer price tag when it does arrive. Creator Of Lisp, John McCarthy, Dead At 84

He studied mathematics with the famous John Nash at Princeton and, notably, held the first "computer-chess" match between scientists in the US and the USSR. He transmitted the moves by telegraph. McCarthy believed AI should be interactive, allowing for a give and take similar to AI simulators like Eliza and, more recently, Siri. His own labs were run in an open, free-wheeling fashion, encouraging exploration and argument. He won the Turing Award from the Association for Computing Machinery in 1972 and the National Medal of Science in 1991.

Gale Gillingham Dead: Packers Hall Of Fame Guard Dies At 67

GREEN BAY, Wis. -- Green Bay Packers Hall of Fame guard Gale Gillingham died at his home in Minnesota while lifting weights, his son said Friday. He was 67.

Wade Gillingham said the former Pro Bowler appeared to have had a heart attack Thursday at his home in Little Falls, but his family doesn't have confirmation on a cause of death.

Gillingham, inducted in the Packers Hall of Fame in 1982, was Green Bay's first-round draft choice and 13th overall in 1966 from the University of Minnesota. He played off the bench as a rookie and took veteran Fuzzy Thurston's spot during the 1967 season opposite All-Pro Jerry Kramer during the Vince Lombardi era.

He blocked for Bart Starr when the quarterback was leading the Packers to the first two Super Bowl victories in 1967 and 1968 and after leaving the team in 1974, returned to play for Starr when he was coach in 1976. Gillingham was a five-time Pro Bowler, six-time All Pro and played in 128 regular-season games for the Packers.

Wade Gillingham, 40, said his father retired last fall after operating Goedker Realty in Minnesota following his professional football career.

"He was a great Dad, a humble man and simple," his son said.

Gillingham, born in Madison, moved to Little Falls, Minn., with his family when he was in high school. He was divorced with three sons and a daughter and traveled the world watching two of his sons compete in strongman and power-lifting contests.

Kosovo Serbs refuse to lift roadblocks (AP)

ZUBIN POTOK, Kosovo ? Defying a NATO warning, Kosovo Serb leaders refused on Wednesday to unconditionally lift their roadblocks in the north of the country.

For nearly three months, Serbs have been blocking main roads in northern Kosovo to stop the country's ethnic Albanian leadership from extending its control over the part of Kosovo populated mostly by ethnic Serbs.

Serbs reject Kosovo's 2008 declaration of independence from Serbia.

The 5,500-strong NATO-led force in Kosovo, known as KFOR, said Tuesday it will take unspecified "resolute" action if the Serbs fail to lift the blockade. The peacekeepers say they want to establish freedom of movement in the region and reopen supply routes for their troops.

At their meeting Wednesday, Kosovo Serb leaders remained defiant, saying they will not allow free travel in the region. They said they could only offer "controlled" lifting of the blockade for peacekeepers' "humanitarian" supplies.

"The barricades will not be removed because that is our legitimate means of reaching our legitimate goals," said Stevan Bozovic, a Kosovo Serb official.

In July, ethnic Albanian authorities deployed their security forces to two border checkpoints in northern Kosovo to enforce a trade ban with Serbia. Serbs reacted by blocking roads and triggering clashes with Kosovo police that left one police officer dead.

The Serbs said after the meeting they would lift the blockade only if the ethnic Albanian customs officers are removed from the two border posts with Serbia and KFOR guarantees they would not be transported to the checkpoints in its convoys.

Yadier Molina is mentioned as one the game's best defensive catchers ? often atop the list. And he's always tied to catching brothers Bengie and Jose, as they are the only trio of brothers to each win a World Series ring.

But Molina and NFL offensive tackle Michael Oher? Let Chris Carpenter make the connection:

NH Republicans push candidates to stand with NH (AP)

CONCORD, N.H. ? Prominent New Hampshire Republicans are warning Mitt Romney and other GOP presidential candidates that they could lose key endorsements and votes if they side with Nevada in the standoff over the nominating calendar.

A coalition including New Hampshire's GOP legislative leaders, tea party activists and key conservatives held a news conference Wednesday calling on Nevada to push back its Jan. 14 caucuses and asking Romney, Rick Perry and Ron Paul to join other candidates in boycotting Nevada until that happens.

Several coalition members said they would think twice about supporting a candidate who won't side with New Hampshire. Tea party activist Andrew Hemingway went further, accusing Romney of pushing Nevada to encroach on New Hampshire's position and saying he wouldn't support any candidate who campaigns in Nevada.

Goldman posts only its second quarterly loss (Reuters)

(Reuters) ? Goldman Sachs Group Inc posted its second quarterly loss as a public company on Tuesday as its investment portfolio lost billions of dollars in value.

Goldman, the largest U.S. investment bank by assets, set aside 59 percent less money for compensation, the latest sign of how much Wall Street bonuses are likely to fall this year. Goldman's drop in pay reflects a 4 percent staff reduction as well as a 60 percent decline in revenue from the year-earlier third quarter.

Goldman's results underscore the headwinds that banks face as new regulations and market turmoil squeeze profits. Its investment losses also show that even as regulators clamp down on short-term risk-taking, banks can suffer losses on longer-term holdings.

"The one glaring problem area was their investment account, and particularly their stake in the Chinese bank," said Stanley J. G. Crouch, chief investment officer of Aegis Capital Corp. "That's what really kind of imploded them."

Goldman lost $2.48 billion in its investing and lending group, including a $1.05 billion paper loss on its stake in Industrial and Commercial Bank of China Ltd.

The European debt crisis triggered market turmoil in the third quarter, and Goldman Chief Financial Officer David Viniar was reluctant to say that markets have settled down in recent weeks.

"There is still a lot of uncertainty (in markets), and a lot of it is based on who says what on what day," Viniar said on a conference call with investors and analysts.

Investors seemed to take Goldman's quarterly performance, which executives labeled a disappointment, in stride. The bank's shares were up 2 percent at $98.87 in afternoon trading.

Charlie Smith, chief investment officer of Fort Pitt Capital Group, which owns Goldman shares, said the stock was likely up because Viniar said it was undervalued and Goldman might buy back more shares. The bank spent $2.16 billion on stock repurchases in the third quarter.

"Goldman is the best house in a bad neighborhood," said Smith. "You heard the CFO say he'd love to buy back more of the stock because it's so cheap."

The bank's quarterly loss was just its second since going public in 1999; its only other quarter in the red came at the end of 2008 after the demise of Lehman Brothers.

Goldman Sachs posted a shareholder loss of $428 million, or 84 cents a share, far worse than analysts' average forecast for a loss of 16 cents a share, according to Thomson Reuters I/B/E/S.

In last year's third quarter, Goldman earned 1.74 billion, or $2.98 a share.

Because the bank repurchased its shares during the quarter at a discount to their tangible value, the bank's tangible book value per share was essentially unchanged from the second quarter at $120.41. Goldman ended the quarter with $164 billion of unencumbered cash and liquid securities.

THE NEW NORMAL

Goldman's profits are being squeezed by new regulations and choppy markets. Its return on equity was just 6 percent for the first three quarters of 2011, even ignoring a special charge, compared with pre-crisis levels of more than 30 percent.

The bank is responding with cost-cutting.

Compensation as a percentage of revenue was around 44 percent, in line with prior quarters this year but up slightly from a year earlier.

Although revenue declined in some of Goldman's core banking and trading businesses, the main source of losses was its Investing & Lending division, which uses the firm's own capital to make long-term investments.

Revenue from that division has fluctuated wildly since Goldman restructured into different business segments at the start of 2011.

The financial reform law known as Dodd-Frank features a provision called the Volcker Rule, which is meant to limit banks' betting with their own money. Regulators last week released a draft of the rule. which focuses on short-term trading.

Goldman is still talking to regulators about how the rule will work out, Viniar said.

With credit and equity markets broadly weakening in the third quarter, the cost of protecting Goldman's debt against default rose. Because of the bank's hedging, those changes tend to have a minimal impact on its results, unlike its competitors.

Big declines in Goldman's bond-trading and underwriting revenue weighed on results, more than offsetting gains from equity sales and trading and its advisory business.

Goldman's fixed income, currency and commodities client trading business -- once a key profit driver for the bank -- reported $1.73 billion in revenue, a 36 percent decline from a year earlier.

Equities sales and trading is now a larger slice of Goldman's revenue pie, as higher trading volumes led to bigger commissions. That business reported $2.3 billion in revenue, up 18 percent.

The bank's underwriting business suffered as clients held back on issuing new securities into volatile markets. Underwriting revenue dropped 61 percent to $258 million, while advisory revenue rose 5 percent to $523 million. Consumers paid more for food, gas in September

(AP) ? Consumers paid more for food and gas last month, although inflation outside those volatile categories was tame.

The Labor Department says the Consumer Price Index rose 0.3 percent in September, below a 0.4 percent rise in August. Excluding food and energy, so-called core prices increased 0.1 percent, the smallest rise since March.

Inflation has worsened this year, after the cost of oil, grains and other commodities spiked in the spring. But economists expect price increases to moderate in the coming months as weak growth lowers commodity prices.

A small amount of inflation is good for the economy. It encourages businesses and consumers to spend and invest money sooner rather than later, before inflation erodes its value.

Still, Americans are facing higher food and gas prices at a difficult time. Unemployment has been roughly 9 percent for more than two years. Hiring is slow and few people are seeing much in the way of raises. Steeper prices for basic necessities have forced many to cut back on more discretionary purchases. That has slowed overall growth.

Food prices rose 0.4 percent in September, pushed up by big increases in the dairy, cereals, and fruits and vegetables categories. Gas prices rose 2.9 percent.

Dairy prices have jumped 10.2 percent in the past year. Gas prices have soared 33.3 percent.

Those increases are key reasons overall inflation has jumped 3.9 percent in the 12 months ending in September, the largest year-over-year increase in three years. Core prices have increased 2 percent for the same period.

At the same time, inflation-adjusted average hourly earnings fell 0.1 percent in September, the Labor Department said Wednesday. In the past year, average inflation-adjusted hourly earnings have dropped 1.9 percent.

The annual increase in consumer prices means that 55 million Social Security beneficiaries will receive higher benefits next year. They will get a 3.6 percent cost-of-living increase, the first since 2009. Inflation has been so low in the past two years that Social Security checks, which are tied to the CPI, haven't changed.

The core index has reached the top of the Federal Reserve's informal inflation target of between 1.5 percent and 2 percent. But Fed policymakers also expect inflation to moderate in the coming months. Last month, Fed officials said that inflation would decline to levels "at or below" the target, according to minutes released last week.

On a brighter note, prices for other goods have fallen or flattened. Clothing prices plummeted 1.1 percent last month, their steepest drop in 13 years. That comes after four months of sharp increases. Used car prices fell, while new car prices were unchanged for the third straight month.

Rental costs, which have been pushing up the core price index in recent months, rose but at a slower pace than previous months.

A surge in gas prices drove wholesale costs up 0.8 percent in September, the government said Tuesday. Economists cautioned that the increase largely reflected one-time factors and broader inflation is likely to be modest.

Core wholesale prices rose only 0.2 percent.

(AP) ? Carson Kressley can go back to evaluating wardrobes.

The fashion guru was booted off "Dancing With the Stars" on Tuesday night. It wasn't unexpected, given that the judges of ABC's competition had given him the lowest scores for his 1980s-themed routine a night earlier.

Kressley dressed in a cheerleader's outfit for his routine with partner Anna Trebunskaya.

Remaining contestants are actor J.R. Martinez; reality TV personality Rob Kardashian; actor David Arquette; soccer star Hope Solo; activist Chaz Bono and TV hosts Ricki Lake and Nancy Grace.
